Operation Northwoods
Operation Northwoods was a 1962 classified proposal by the US Joint Chiefs of Staff, signed by Chairman Lyman Lemnitzer, calling for CIA operatives to commit terrorist acts against American citizens and blame them on Cuba, in order to justify a US military invasion of Cuba. The proposed false flag operations included hijacking civilian aircraft, sinking boats of Cuban refugees, bombing US cities, and staging a fake attack on Guantanamo Bay. President Kennedy rejected the proposal. The document was declassified in 1997.
Operation Northwoods was part of Operation Mongoose, the Kennedy administration's program of covert actions against Cuba following the Bay of Pigs failure. On March 13, 1962, the Joint Chiefs submitted a memorandum to Secretary of Defense Robert McNamara outlining a plan called 'Justification for US Military Intervention in Cuba.' Its content was extraordinary: the Pentagon's top military leadership formally proposed deceiving the American public and killing American citizens to manufacture a pretext for war.
The specific proposals included: creating a 'remember the Maine' incident by blowing up a US warship in Guantanamo Bay and blaming Cuba; developing a Communist Cuban terrorist campaign in Miami, other Florida cities, and Washington DC; sinking boats carrying Cuban refugees (genuine or simulated); and most significantly, developing a plan to 'destroy' a US aircraft (or a drone in its place) and blame it on Cuba. The memo specifically discussed scheduling the 'incident' near John Glenn's orbital flight, so that if the mission failed, it could be blamed on Cuba, and if successful, the 'incident' could divert attention.
Predictive History presents Operation Northwoods as the documentary foundation for taking seriously the hypothesis that US government elements could plan and execute false flag operations blaming third parties.
