John Stuart Mill

English philosopher (1806–1873) who refined utilitarianism to distinguish higher from lower pleasures, defended individual liberty in On Liberty, and became the first MP to advocate women's suffrage, the 19th century's most influential liberal thinker.

Mill refined Bentham's utilitarianism by introducing a qualitative distinction that Bentham's purely quantitative calculus lacked: not all pleasures are equal. 'It is better to be Socrates dissatisfied than a fool satisfied.' Higher intellectual and moral pleasures are worth more than lower sensory pleasures, the quality of happiness matters, not just its quantity.

His On Liberty (1859) is the foundational text of classical liberalism's harm principle: the only legitimate reason to restrict individual freedom is to prevent harm to others. Society has no right to coerce individuals into living in ways it considers good for them, autonomy is intrinsically valuable.

He was also a systematic advocate for women's equality at a time when it was deeply radical. His The Subjection of Women (1869) argued that society wasted half its talent by excluding women from public life, and that the institution of marriage as then practiced was a form of legal slavery. He introduced a women's suffrage amendment in Parliament in 1867. It lost, but he had named a cause that would take 60 more years to achieve.
