Total War
Total war is a conflict in which a society mobilizes every available resource, military, economic, industrial, and civilian, toward winning the war, erasing the traditional distinction between combatants and non-combatants. The last unambiguous example was World War II. Putin's 2024 declaration that all of Russia must 'prepare for total war', even those not fighting, is the clearest signal of his intention to transform Russian society, not merely win a military campaign.
The concept emerged in the industrial age, when wars could no longer be decided by professional armies alone. Clausewitz had theorized 'absolute war' philosophically; the Napoleonic Wars and then World War I made it practical reality. By World War II, total war was fully institutionalized: entire economies converted to war production, women entered the workforce as men enlisted, rationing structured civilian consumption, propaganda unified public purpose, and the distinction between military and civilian targets became largely meaningless (aerial bombing of cities, submarine warfare against merchant shipping).
Nazi Germany's total war effort under Albert Speer after 1943, mobilizing German industrial capacity fully for the first time, demonstrated how much more production total mobilization could generate, even late in a losing war. The Soviet Union's total war effort from 1941 was arguably the most comprehensive in history: the entire civilian economy was transferred to war production, civilians were evacuated or starved to free resources, and the moral authority to demand total sacrifice was grounded in genuine existential threat, the Nazis really were coming to kill them.
Putin's 2024 'total war' speech was read by most Western analysts as military desperation, Russia running out of men.
